Application Introduction

This Registration of Interest (ROI) form is Stage 1 of a two‑stage application process for the 2026-27 Community Recreation and Sport Facilities Program (CRSFP).

The purpose of the ROI is to:

  • confirm project eligibility at a high level;
  • understand the nature, scale and intent of proposed projects;
  • assess projects comparatively against the program objectives and assessment criteria; and
  • determine which applicants will be invited to submit a Stage 2 (Full) Application.

The ROI is intended to be short and low burden. Applicants are not required to provide detailed documentation or professional cost estimates at this stage. Applications must request between $5,000 and $750,000 in funding under CRSFP. Applicants are encouraged to use the ORSR Sport and Recreation Facilities Cost Guide to help prepare indicative project cost estimates.The guide can be found here.

Important – not all applicants will progress

Submission of an ROI does not guarantee an invitation to submit a Stage 2 application.

Due to limited funding and high demand, ORSR will limit the number of projects invited to submit a Stage 2 (Full) Application. Invitations to Stage 2 will be determined having regard to the total funding available, the relative merit of projects, and the need to manage a fair and efficient assessment process. The total value of funding requests invited to Stage 2 is expected to exceed the available program budget to allow for competition.

Applicants that are not invited to Stage 2 may apply again in future rounds.

How the two‑stage process works

Stage 1 – Registration of Interest (this form)

At this stage, applicants will be asked to:

  • confirm organisational and project eligibility through declarations;
  • provide a brief description of the project, including need and participation outcomes;
  • provide an estimated project cost range and indicate funding capacity; and
  • confirm readiness indicators such as land tenure and delivery timeframe.

No supporting documents or quotes are required at Stage 1.

Stage 2 – Full Application (invitation only)

Applicants invited to Stage 2 will be required to submit a comprehensive application, including evidence to support all eligibility and assessment requirements.

This will include (but is not limited to):

  • professional quotes and/or detailed costings;
  • confirmation of all funding contributions and co‑contributions;
  • landowner consent or proof of tenure;
  • plans, drawings or technical specifications;
  • financial statements;
  • development approval evidence (where applicable); and
  • evidence supporting participation, strategic alignment and project delivery.

Failure to provide required evidence at Stage 2 may result in the application being deemed ineligible.

Eligibility declarations and verification

Information provided in this ROI is submitted on a declaration basis.

By submitting an ROI, applicants acknowledge that:

  • all information provided is true and correct to the best of their knowledge;
  • ORSR may undertake verification checks at any stage of the process; and
  • if information provided at ROI cannot be substantiated at Stage 2, the application may be deemed ineligible.

Providing false or misleading information may affect eligibility in the current or future funding rounds.

Estimates and funding at ROI stage

At the ROI stage:

  • applicants are not expected to obtain professional quotes or lock in final project costs;
  • applicants must provide a realistic, evidence‑informed estimate of total project cost (e.g. based on comparable projects, council benchmarks or high‑level professional advice); and
  • applicants must confirm they have the capacity to meet the required minimum co‑contribution once final costs are known.

If invited to Stage 2, applicants may adjust their total project cost and requested CRSFP amount to reflect final quoted costs, provided the request remains within the funding band nominated at ROI and continues to meet the program’s co‑contribution requirements.

Amendments

  • ROIs will be assessed as submitted.
  • ORSR will not seek additional information or allow amendments at the ROI stage.
  • Applicants will be notified of the outcome of their ROI once the assessment process is complete.

Before you start

Before completing this form, applicants should:

  • read the CRSFP Program Guidelines carefully;
  • ensure their organisation and project meet the eligibility requirements; and
  • understand that CRSFP funding is competitive and not guaranteed.

If you are unsure whether your project is eligible, you are encouraged to seek clarification before submitting an ROI.

Stage 2 Requirements Acknowledgement

I confirm that I have read and understood the information provided about the Stage 2 (Full Application) requirements for the Community Recreation and Sport Facilities Program.

I understand that:

  • submission of a Registration of Interest does not guarantee an invitation to submit a Stage 2 application;
  • if invited to Stage 2, my organisation will be required to provide full supporting evidence, including
    • professional cost estimates or quotes,
    • confirmation of funding contributions,
    • landowner consent,
    • financial documents and
    • other material outlined in the program guidelines and application form;
    • and failure to provide the required evidence at Stage 2 may result in the application being deemed ineligible.

I acknowledge that no Stage 2 documentation is required at the Registration of Interest stage.
